When I scan and the message appears ‘it may take a few minutes to activate your iPhone’ the next message is ‘ there’s a problem with your iPhone, this iPhone cannot be activated for service. Please contact your service provider or AppleCare …. & retry. Have tried many times but can’t get past this point

Maybe it’s because your SIM card isn’t supported or iPhone 5 is just too old. I would try to activate first without iPhone 5. If that works then its probably a problem with your iPhone 5.
