Is there a way to force the iPhone to charge. It will not power on or get recognized by iTunes while plugged in via the lightning cable. I’ve ruled out the lightning cables, iTunes software and power outlets. I’ve also cleaned the lightning port using a new unused toothbrush.

Hi Nick, this sounds like the case of either a bad battery or a failed Lightning port. I would recommend that you try a new battery. The way an iPhone charges is the software determines if the battery can be charged by checking if the Lightning port is safely functioning and the battery status. There isn’t a way to force the battery to charge, unless you remove the battery, and charge it on a battery tester.
