Chosen Solution
It’s well known that Ipad GSM blocked by an Icloud account can be turned easily in WIFI only, after a small soldering operation & a restore via Itune. But since Ipad air 2, the things have turned more difficult: after the restore operation you will notice that the wifi functionnality is disabled . The only solution is to jailbreak the Ipad (assuming that you will take care not to restore the Idevice with the latest IOS version). Not very convenient , especially knowing that you will not be able to sell the Idevice because any full reset operation will disable again the Wifi ability. But I found this solution. looks nice but a bit harder that usual. This is a very slippery slope, if you don’t have the passcode or can’t prove ownership of the ipad, doing any type of iCloud removal is very shady. I hope that if you decide to do this you will only run into problems and issues with the device.
