if i enable data, can i restrict which apps are allowed to use it?
I do not believe so as my HTC and Samsung do not have that option, they had to option to restrict background data which was just data that was being used while you weren’t using the app, but not turn off data for the app completely. If you want this, an iPhone is what you need as i dont think any android phone has this feature. Hope this answeres your question, if it did please hit the accept answer button!
