Computer Won T Start Up Unless Fully Charged After New Battery Install Macbook Pro 15 Retina

Hello, My computer will start up and run on battery power but it seems that it is only the case if the MagSafe shows a green light. Other wise if the MagSafe is orange the computer will not respond to even a 10 second power button hold, plugged in or not. Is the battery just not properly calibrated or what?

Sounds to me like a defective battery.
