Can You Use A Phone That Can T Be Used On A Particularly Carrier Iphone

I’m wondering if I can use an iPhone, or any other phone, that can not be used on particularly carrier, like T-Mobile due to Outstanding Balance etc. with a different carrier, like AT&T or any other carrier? It is possible?

Unfortunately if the phone is turned off for such a reason it is placed onto a blacklist and will not work on any carrier in the US.
