So my old SSD failed so I need to put a new one in. I don’t care to have a backup, I just want to start new so can I put the new blank SSD in the system and download the OS over WiFi directly without an external hard drive?

If you don’t need any data swapped then you should be able to install a new ssd into the device and use internet recovery to reinstall Mac OS by pressing the command key + R at the same time but keep in mind that these devices use a proprietary connector and it’s not a normal m.2 or sata connection.
